What We Need Your Input On

The Language Infrastructure Framework, a newly released resource from the Coalition on Digital Impact (CODI), introduces a practical way to assess whether languages are truly supported across the full online experience, from identity and input to AI, digital services, and trust. By outlining the foundational components a language needs to exist online, it illustrates how language must be supported at every layer of the Internet to enable meaningful digital participation.

We encourage organizations to use this framework, and we welcome feedback from the public, stakeholders, subject matter experts, and other advisors on the Language Infrastructure Framework.

Background:

When people talk about multilingual access to the Internet, they often focus on individual components, such as domain names, websites, apps, or content. But that’s not how people experience the Internet. For users, it is a continuous journey: logging in, expressing ideas, searching for information, and understanding what is happening at every step.

Language shapes that entire experience—or it doesn’t. A language may be supported in one part of the journey but fail users in another. It might be readable but not writable, visible but not discoverable, or available for browsing but absent at critical moments like payments, safety warnings, or account recovery. When that happens, people are quietly forced to switch languages just to complete everyday tasks online.

The Language Infrastructure Framework identifies where language must be supported across the Internet experience to enable meaningful participation online in one's own language. We are inviting feedback from the community and refine the framework through shared expertise and experience.
